Advisor on the FEWS NET 8 Decision Support Project, the U.S. Department of State–funded food security early warning program. Led data governance, GIS/ICT strategy, FEWS NET Data Warehouse management, workflow modernization, and enterprise GIS stewardship for a team that grew from 3 to 8 staff; executed a semi-automated audit of unpublished FDW datasets, rationalized ArcGIS Online governance, analyzed unit-of-analysis governance across five countries, and migrated legacy network-drive GIS workflows to cloud infrastructure on SharePoint and ArcGIS Online.

Project manager on two concurrent engagements at a geospatial technology firm: PG&E’s vegetation management and wildfire-mitigation program, deploying Lemur mobile GIS integrated with Salesforce Field Service for utility inspection crews, and the U.S. Bureau of Land Management’s Wildlife Habitat Spatial Analysis Lab under a 10-year national geospatial support contract informing conservation decisions across federal lands covering 300+ threatened or endangered species.

Independent GIS, information management, and IT advisory for nonprofits and international development organizations across disaster response, humanitarian demining, land tenure, public health, peacekeeping, and personnel security, designing and building responsive information systems for strategic and operational decision-making.

Led IT and GIS for a global land-rights organization: established security standards across the SaaS stack and multi-region AWS infrastructure; migrated from an open-source stack to the Esri ArcGIS Platform; automated the Global Metrics Dashboard, consolidating CRM data and 30+ spatial layers and cutting monthly update time by 40+ hours; and deployed drone imagery with AI-assisted land-parcel boundary extraction for urban land administration in Haiti.

Managed the nonprofit and global development portfolio at the global leader in GIS, with strategic relationships across USAID, Direct Relief, Catholic Relief Services, World Vision, RTI, FHI 360, and others, advising on spatial data strategy, platform selection, and ArcGIS implementation while leading a cross-functional account team.

Co-founded the first international NGO to formalize humanitarian information management as a recognized discipline, serving nine years as dual CIO and Business Development Director. Built three departments from scratch; established UN standby partnerships with UNHCR, UNICEF, and WHO EMRO and a cooperative agreement with the CDC. Conceived and led development of OASIS, the U.S. Department of State–funded security platform used by UN agencies and NGOs in Iraq and Afghanistan, a World Bank Development Gateway Award finalist (2005). Led the iMMAP/CDC rapid needs assessment after the 2010 Haiti earthquake: 217 sites, 128 personnel, 23 helicopters, 18 survey teams. Cited in a 2005 UN report as the NGO with the most experience in the humanitarian IM sector.

Information management across global mine action and disaster response. Originated OASIS through a two-year proof of concept that secured U.S. Department of State funding; provided GIS and logistics support to the 2004 Indian Ocean tsunami response in Aceh, where the field team produced the first ground-verified road-condition maps for the province; contributed to a health information system covering 11 refugee camps (~400,000 refugees) in western Tanzania; and served as IM and team lead for field projects across Nicaragua, Lebanon, Iraq, Sudan, Armenia, Thailand, and Vietnam.

GIS, database systems, and decision-support products for Landmine Impact Surveys. Built SQL automation that saved each field team roughly 80 hours per survey, subsequently incorporated into IMSMA, the UN’s global mine-action information standard. Supported national surveys in Yemen (600+ communities, 1,200+ suspected hazardous areas) and Chad, and provided spatial data integration support to the UNMAS Kosovo Mine Action Coordination Center.

Cold War–era service aboard a guided missile cruiser, operating the MK 10 Guided Missile Launching System with a crew of 13. Earned a Letter of Commendation from the Commander, Battle Force Sixth Fleet, as Planned Maintenance Supervisor, achieving a 97% maintenance accomplishment rate during the 1990 Mediterranean deployment. Honorable discharge; decorations include the Humanitarian Service Medal.
